Two letters to the Guardian about new rules for dual national UK citizens: Why does it cost £94.50 to process a paper passport, but £589 for a digital document to prove I am British? It sounds like profiteering. Dr Michael Paraskos London I write regarding the appalling UK entry rules for dual nationals, to be introduced within the next 10 days. It is completely disingenuous of the UK Home office to claim that this “requirement ... is the same approach taken by other countries, including the United States, Canada and Australia.” The cost of the equivalent Canadian special authorization to allow dual citizens to board their flight with a valid non-Canadian passport is C$7. This translates to just under £4. This is hardly comparable with or “the same” as the UK equivalent cost of £589, which is manifestly nothing less than an unjustifiable money grab. The Lascelles Principles might indicate he could potentially refuse. Either way would be a *political* decision for him to make and I’d argue that precedence dictates no government should put the monarch into that position.
Key situations for potential refusal include: A viable alternative exists: If the Prime Minister has lost the confidence of the House but another leader could form a government, the King might refuse to dissolve and instead invite that leader to form a government. The Parliament is not yet obsolete: If the current Parliament is still effectively functioning, a premature election requested for selfish political gain rather than necessity might be refused. National Interest/Crisis: If a general election would cause severe damage to the national economy or stability.

+4 Yes, Germany leaving the EU (a hypothetical "Dexit") would require changes to its constitution, the Basic Law, because Article 23 anchors Germany's commitment to European integration, meaning a formal constitutional amendment (requiring a two-thirds parliamentary majority) would be necessary to allow withdrawal, as simply using executive power would be unconstitutional. While EU law allows for leaving via Article 50 TEU, Germany must follow its own constitutional steps first, including potentially creating mechanisms for referendums, which the current constitution largely restricts
