Haven’t seen any ruling from the ICC, but a former prosecutor for the ICC has stated “that US air strikes on alleged drug smuggling boats would be treated under international law as crimes against humanity.”

The only reason he cares about protecting those with power is because he feels that they can help him. But once their usefulness is done, he’ll cast them aside with everyone else. His “loyalty” is transactional
