Can't be done, except maybe by some hack I'm not aware of. The system is designed to prevent more accurate positioning being delivered to non-military users. It's possible, I guess, that a system that combined GPS, known wifi and cell locations, and motion data from the device might derive better.

That's probably the best strategy, all things considered, but I'm not sure I'm willing to be that generous. Noted, though.
