A man in what I’m calling “ScotsBloc” playing bagpipes in front of a large LAPD staging area in front of Metro Detention Center. A man jigs, as they observe more than a dozen LAPD cruisers, a tow truck and horse mounted units. Motorcycle units arriving as well now.
