Shell Game has all of that, but it also has the pirate queen at the very beginning of her journey, when she's still struggling to don an aura of command. She's also a big dumb himbo who often has no idea what's going on, and might fill the void Gideon the Ninth left in your heart.

And the captain is a woman in a world which objectifies her, which makes it thrilling when she barks orders and men obey, when she violently pierces men's bodies with her sword. Without misogyny, she's not transgressing societal norms.

The sapphic pirate genre thrives on misogyny--that's why we don't see the main character falling in love with the shy, pacifist navigator, or the foul-mouthed but generous cook.
She falls in love with the captain.
