Why does that mean that the play is the problem? No one else besides Frankie Luvu decided to jump over the line and consistently mistime the snap count.

Wouldn't surprise me. They hate the running game and have been trying to stamp out the "3 yards and a cloud of dust" mentality for quite a while now.

Its not hard to look up why the rule was removed. The refs barely enforced it because they found it too difficult.
