This is the type of study that my second claim is based on. I'd include more articles in this post but websites like this one aren't conducive to sharing lots of long links. Using google scholar can help make searching for studies like this a lot easier

Personally I'm inclined to believe it was raging mental illness + overexposure to Nazi/true crime bullshit in this case; as for "always", crime overall (violent or otherwise) wouldn't be happening nearly as often if the US administration ever addressed poverty!
