Finding actual fraud is boring. That's the key in this whole mess. DOGE isn't concerning itself with what actually constitutes fraud, because that takes time, work, and isn't sexy work. It's painful and tedious. Fraud is a legal term that requires intent. They aren't doing jack shit to find fraud.
