We need to ban for profit prisons and overhaul the state ran ones to be rehabilitative. The difference per prisoner per state is obscene.

States in the South has the highest imprisonment rates: Mississippi (859 people per 100,000), Louisiana (775), and Arkansas (743). In some cases, 5x as high as New England states. Massachusetts (116) had the lowest rate of any state, followed by Maine (130), Rhode Island (152), and Vermont (153).
