The existing passenger circulation is certainly in the way at Bank. That's not insurmountable, if you were willing to close & rebuild the W&C station there you could probably thread it through, but further undermines the benefits compared to just building a new line.

One of course shouldn't expect the current FlixTrain network to be much guide to the future, but it looks like if S21 opened tomorrow they'd probably still split frequency with Basel but could perhaps extend the Stuttgart FLX10s to München?

But before the Shinkansen they barely used the third track pair, one of the tracks was used for storage and the other for like a dozen thru trains per direction per day? (See Japanese Wikipedia below, with and without gtranslation.)

www.kibou.de/gozer/S-Bahn/ has visualizations of the S-Bahn timetable every quarter since the war. Given how much conditions have changed it has been remarkably stable, every 10 minutes on busy branches & every 20 minutes on less-busy ones.

Earlier timetables often leave out the Cartierville branch so I have fewer data points than I'd like but as far as I can tell Mont-Royal Tunnel traffic peaked in 1960 at just 42 trains per direction per day, despite having an electrified line with minimal freight or long-distance interference.

There was a loop just past Madureira so the frequent local steam trains could turn around without having to change ends.

Rio actually had frequent mainline service even before electrification; in 1936 local "suburbios" to Campinho (near Madureira) ran every 15 minutes alongside semi-fast trains to Deodoro (or beyond) also every 15. (Much better service than SuperVia today!)
