Every change to the structure of the tax credits changes assumptions about who will purchase insurance, which changes how much insurers need to charge for premiums. Sorting this out takes a lot of time - time states do not have if Congress chooses to tweak the credits.

Adjusting income caps and eligibility rules would have been resolvable six to twelve months ago. Implementing changes like that in the marketplace at this point would cause chaos.
