Levi rememberd that Erwin had been a slave to something, so decided to set him free from them, and let him rest in peace, and not regretting that decision. Preffering the knowledge that Erwin was at peace, rather than suffering because of the mess of the world.

Just like how Mikasa wanted to live with Eren, and leave the fighting. Having the dream of her and Eren living together in a cabin, both happy. But she gave up on that dream of them being together, and she let Eren go, because Eren asked her too.

Levi decided to let Erwin rest, he did it for him. Not because of Eren or Armin, but because he again put Erwin’s happiness first. He let him go, because he realised Erwin deserved to rest, and was reminded when Erwin pushed the serum away - asking Levi to let him go.
