The terms put to the referendum were for closing the fourth and final review of the second bailout. Another bailout (with additional conditions) was always going to follow

Also, this is just factually wrong on a very basic level. Georgiou was appointed in August 2010. Greece entered a bailout in May 2010. It did so precisely because it was revealed by the incoming Greek government (in 2009!) that the country had been severely understating its budget deficits.
