I have managed several casinos and for some to recommend a person take $2,000 to the casino to double it (and that doesn’t equal $2-million) is the height of irresponsibility.

Neither am I a lawyer but, it seems to me that if one waits for the quid pro quo then, one is facilitating corruption. Corruption that one could have prevented.
