AFAICT the tender has not gone to market yet out so not only is the cost unknown, so is the timetable.
If it goes anything like construction tendering there will be a bunch of counter-proposals against the tender specification so even the size / capacity is unknown despite what Winston says

In NZ you need to "convince" the GG you have the numbers to form a government. In practice that means having over 50% of house formally agreeing to vote with you on confidence votes and the budget.
This means a deal with small parties after the election when numbers are known.

Why would anyone risk investing in innovation or starting or growing a business or any other productive economic activity when residential property is so lucrative, tax free and successive governments have ensured it is risk free as well.
