It's also journalists not knowing the tendering process. We send specs and a proposed timetable to the preferred vendors and that starts months of negotiations the end of which is unknown.
If a journo doesn't know that they will just repeat Winston's 2029 and cheaper than the previous deal line.

AFAICT the tender has not gone to market yet out so not only is the cost unknown, so is the timetable.
If it goes anything like construction tendering there will be a bunch of counter-proposals against the tender specification so even the size / capacity is unknown despite what Winston says

In NZ you need to "convince" the GG you have the numbers to form a government. In practice that means having over 50% of house formally agreeing to vote with you on confidence votes and the budget.
This means a deal with small parties after the election when numbers are known.
