The tanker should have reduced speed, ok. But in this situation to navigate a 360 is ok. the dutch vessel was moving in a strange way (probably to avoid the torn), so that speed reduction was perhaps not the best way.

Perhaps they feared the EMSA drone for emission control. But I do not know the start time of the flight mission. My pic was taken at 11:18 and the drone was flying quite some time.
