It's not the only anime that had that treatment, if you look up 90's french dub of animes like City hunter (nicky larson in french), etc you'll find that a lot of voices were made "kid friendly" with dumb voices and wordplays

Funfact, in France it was showed to children in the 80/90's because they thought "animated=for children" but when the VAs saw it, they were repulsed, and asked for freedom in translation to make it more friendly
So in french we have "Hokuto a beurre" (butter knife) or "Hokuto a viande" (meat knife)
