My guess is that they are using the bribe money from Mexican Cartels to finance an extra bunch of undocumented 'ICE officers', and masks are necessary to avoid it being recognized.

Interesting humans are just too rare, almost inaccessible.
AI is always there, can prove me wrong, can tell me stuff I do not know, can help me with my work.

If bribing Trump saves a country trouble or gets it an advantage to that country it is their government's duty to bribe Trump.
Never like bribery but it'd be stupid not to do it given the chance.
