According to Nick Wiger of @getplayedpod.bsky.social, who worked on the game, the reason it is so bad is because the studio made them completely change the format of the game to make it compete with GTA when the engine wasn't meant for that.

I was so sad when I realized it wasn't a three episode premier. I was left wanting more!
