The bird is no longer flying, because of that the airflow necessary to generate lift has been disrupted. The bird will enter a stall that it won't be expecting as soon as the support is removed. This is maybe 40-50mph at low altitude. Do you think that's safe?

It's not flapping because the person is pushing the bird up, so it still believes it's generating its own lift. It's attempting to glide which would gradually reduce its speed and altitude. The situation completely changes in a way the bird won't expect as soon as the support is removed.

They're not keeping up with the boat. The boat has come to them. The bird has also not landed, it still believes it's flying independently. As soon as it's released it's not going to have enough time to correct itself at that speed.

These birds aren't coming close to the boat, the boat is going to them. They are already in flight and formation. The person has disrupted that bird's flight in a way where it's still moving quickly and still feels as if it has lift, in other words it still thinks it's flying independently.
