Surprisingly, we find ourselves thanking a Trump appointee—so thank you, Judge. Judge Carl Nichols of the U.S. District Court for the District of Columbia announced after a hearing that he would issue a temporary restraining order to halt the imminent administrative leave of 2,200 USAID employees.
