I've come into contact with about 100 federal employees during my time in/around federal service. That is not a bad ratio.
Do I think some people could try a little harder? Perhaps? But at the same time, you never know what kind of shit someone has going on in their life.

In my anecdotal experience, I have only ever come across three folks in my 4 years working in the federal government where I felt those people were as I would call "pay check thieves".
People that I thought were gaming the system. They did not care about their work performance or who they supported

"Oh but you work for the federal government! You can't compare to those companies, you serve the American people!"
Yes and guess what? At the end of the day humans are human, and you are going to get a lot of variance between job performance regardless of what organization you work for.

There are tens of thousands of federal workers who work behind the scenes that work odd hours. Not every federal worker is in a public/front facing position.
