It is not a fake incentive at all. Medication cost depends on the drug’s tier level. Level 4 or 5 tier drugs are outrageously expensive and can cost $200 or $300 /month. Many times the higher tier level drugs are the only effective treatment for age and non-age related conditions (i.e. cancer.)
