The "because Anas Sarwar asked us to" line was very silly, and the SNP will rightly make hay over it. The Barnett formula delivers additional revenues to ScotGov automatically when related spending happens in the UK. What UKGov ought to be ramming home is that ScotGov must spend it more wisely.
