So apparently kugelblitz in general are fairly thoroughly debunked by vacuum polarization. But that's certainly not the only reason this concept wouldn't work.

This kind of thinking leads into nuclear metamaterials, and micro-reflectors, maybe even Bragg lensing. All sorts of nonsense.

For the target, it would be good to borrow that spherical aberration corrective multipolar lens stack up design from transmission electron microscopy. As ideally the target is as small as possible.

Non-standard protocols. It's chopping up the voice into sampling caches, cutting off the high frequencies, and compressing it into interlacing packages which would be decompressed by the PlayStation. Without the decomposition it sounds bit-crushed(because of the discontinuities), and pitched up.
