Then, in the current model, students rarely get a chance to find out how they actually did- if they indeed care, since the stakes for doing well are basically non-existent- during that same school year.

The the students take a test in May (before they've had any chance to cover everything that will be featured on the test). Increasingly, students just say 'screw it' and race through the test, or convince their parents to opt them out of it (another increasing trend).

Teachers look at the list of units to be taught. Usually it's around 8 different units for a year of instruction. Then they decide which 3 units they're going to skip partially or entirely because they have no freaking chance of actually covering everything in 180 days of school.

the state creates it's list of things student's must learn. The curriculum companies create products- often differing state to state- to address said standards. Districts buy the curriculum (usually the cheapest one they can get away with, with the fewest resources).
