The text of section 4 of the 25th Amendment states "principal officers of the executive departments", which is understood to be the Cabinet. The only explicit requirement is that the VP must "transmit" (communicate) the declaration to discharge the POTUS' powers.

To remove him requires the cooperation of his Cabinet, and they are complicit, and without a pardon forthcoming from Trump, probably liable for countless crimes at this point. Removing him would be against their own self interests.

As despicable as Vinod has been (we can't even go to the Martins Beach here in Half Moon Bay because of him, but whatever) it is nice that he's never openly supported Trump or MAGA.
