they already knew who it was cause they paid him to shoot Kirk- in the chest, not the neck. The bullet ricocheted off his armor plates & into his neck. The bullet hit him center mass and travelled upward - brining his t-shirt up as well. Kirk was supposed to survive - like tRump did and be a hero.
