Slow play rules are designed so that players who play slowly aren't punished heavily and the stalling rules are designed to stop players from taking advantage of toothless slow play rules. It is not stalling to cast [[Divine Intervention]] and it is not stalling to play for a draw.

I don't disagree that I would cast the lightning bolt here, but this argument doesn't hold water to me - the stalling rules are specifically designed to prevent players feigning a slow pace of play in order to receive an advantage, this is made clear in the IPG 4.7 examples
