In your opinion. Which is based on your relative perception of where you lie on the political spectrum.
And depending on the policies we are describing. Donations are a bundled product purchase. And often times the purchase comes with buyer's remorse (e.g., Biden and Gaza).

Inaccurately measuring something very poorly is better than not measuring something that can't be measured accurately is an interesting argument.
