Blaming minorities for your political and governing troubles, of course, has historical precedent.
Nazi scapegoating was a political strategy that blamed groups of people for Germany's defeat in World War I and the country's post-war troubles. Adolf Hitler and other German nationalists used scapegoating to gain support and spread their anti-Semitic beliefs.
