So they control the House, Senate, and WH, and have enough votes to pass whatever they want, and yet he and his quislings keep calling it a "Democrat shutdown," not a "Government shutdown." Good grief...

He doesn't give a damn about his base, and it wouldn't matter what he did, they would remain loyal. So yes, it's because he's cruel and vengeful, and loves seeing others (including 13-year-olds he allegedly has raped) suffer.
