The Federalist Papers are loaded with hopeful discussions of wise men of virtue choosing trustworthy representatives and of branches of government jealously guarding the republic against incursions from other branches. Love the theory, in practice it seems to fall down a bit.

one thing i keep thinking about is how there is simply no way to design a constitutional system that can resist authoritarian incursion if participants in that system do not actually care that much
