If you live in CA, now would be a good time to tell your reps what you think of all of these heat bills. They are not getting attention despite heat being our deadliest climate threat.

Hit me up if you have Qs about LA's recent max temp ordinance (which is far from perfect) or any of the above.

So where are these bills right now?

✅ AB 806 & AB 1336 → on Gov’s desk
✅ SB 655 → needs Senate concurrence
✅ SB 499 → in Assembly
✅ SB 787 → on Assembly floor
⚠️ AB 1424 → stuck in Assembly

Last one: SB 787 Requires the California Energy Commission to coordinate supply chains for clean energy things like heat pumps & batteries, etc. Creates a special fund for this.

⚠️ Limitation: will fluctuate with the state budget
📅 Jan 1, 2026, with annual reports.
📘 Public Resources Code §§ 25730
September 11, 2025 at 11:09 PM
TIP: If cooling centers are to become “safe zones,” ask reps & city councils to declare them OFF LIMITS to ICE during heat emergencies.

Without protections, branding hubs as "public safety" infrastructure could draw more police, scaring immigrants and other residents away.
September 11, 2025 at 11:09 PM
SB 499 allows local govs to treat cooling centers and resilience hubs as public safety infrastructure, making them easier to finance and build.

⚠️ Limitation: no guaranteed state funding — low-income cities may struggle.

📘Government Code

AB 806 protects mobilehome residents: no evictions for installing AC & cooled common rooms during heat waves. So far, the recent LA ordinance (and SB 655 sort of) leaves out mobile homes, so this is great.

📅 Effective Jan 1, 2026
📘Civil Code §§ 798.44.2 and 799.13
September 11, 2025 at 11:09 PM
SB 655, like the recent LA County ordinance, says homes shouldn’t turn into ovens. Homes should be able to maintain a safe max indoor temp.

⚠️ Limits: Doesn't specify a max temp; directs Dept. of Housing and Community Development to figure it out, whenever that is
📘Health and Safety Code § 17921.12
September 11, 2025 at 11:09 PM
AB 1424 requires prisons to provide cooling, shade, & heat illness plans.

📅 Effective Jan 1, 2026
📘Penal Code and Labor Code

Wouldn't it be nice if the incarcerated firefighters who put out our fires in January were able to have shade and access to healthy temperatures?
September 11, 2025 at 11:09 PM
AB 1336 makes it easier for farmworkers to receive workers' comp if they suffer heat illness & bosses ignored safety rules.
⚠️ Limits: excludes other heat-exposed workers
📅 Effective Jan 1, 2026
📘 Labor Code §§ 62.5 and 3212.81

ICE raids disrupt labor; workers need all protections we can give them.
September 11, 2025 at 11:09 PM
Of the 29 CA Codes, these bills affect 6 of them:

📘 Health & Safety Code = safe housing standards
📘 Civil Code = mobile home resident rights
📘 Labor Code = worker protections
📘 Penal Code = prison safety
📘 Gov Code = local planning
📘 Public Resources = energy policy

Let's start with farmworkers ⬇️

There are also 6 bills at the CA state level that could help! They matter right now because CA is updating its 2026 Heat Action Plan. They are: AB 1336, AB 1424, SB 655, AB 806, SB 499, and SB 787.
