Important questions! We also reflect on the generalizability of the findings in our article. Yes, the effect of the governmental level may be very different in another context. Think also of countries, such as Belgium and Spain, in which MLG can be more contested...

And 2/ would be an excellent question for further research. Based on our empirical findings, we cannot link to these debates. Crises often act as a catalyst for supranational integration, but there are also concerns about the legitimacy of the EU (and IOs) as a transboundary crisis manager...
