This part is a cover for his cybernetics that's separate from his pants. It's a more durable, stiff fabric so the metal doesn't wear through it. The boots are also specifically made to be worn over cybernetics.

One bit of lore I made for them that my lore buddy hasn't forgiven me for: their daughter was born sometime between Crisis on Umbara and The Nathema Conspiracy. So yeah. There's that.
