We don't even enforce the laws that ARE on the books. Consider all the Congressionally mandated funding that Trump tried to unilaterally cut off. We have a law to specifically prevent that. We didn't enforce it when he tried to blackmail Ukraine. Maybe SOMEONE in Congress will mention this.
