Biden needs to pardon everyone who has the potential to be on Trump's hit list. And remember, he is immune to any acts as the sitting President. Norms were thrown out the door when Trump was elected the first time.

Nothing surprises me anymore. It would be odd if he nominated someone who was actually qualified.
