There are already 9 justices. This won't increase the number, just enshrine it in the constitution. Before it was up to Presidents to decide the number, essentially.

My Google search shows the Confederate 1st flag had the stars in a circle. I think this is just a mini version of the flag to make it visible on the web pages. As others have shared, the older sites (from a year ago) had the same flag.
