Heavy starching will definitely make it easier to work with. I do that all the time with squirrelly fabric

for English smocking as in your photo, my smocking book says 3X the amount of unpleated fabric, but it depends on the fabric thickness. I am working on a project in very fine cotton lawn and wishing I had used 3.5 or 4X. Note this is. I have a lot more embroidery to finish 😬

Depends on how fitted the garment is. If it’s not very fitted, i usually skip the toile. And when I do make a toile, I try to use fabric that I like enough to maybe end up with a garment I want to wear
