I just so happened to be looking up these guys the other day and they just look like normal guys when they're not on-display. They just have a cute little bib on their chest and two spots on the head.

It's an Xcom-lite with 'hero' techpriests and disposable troops. You kit out the priests and you do little dungeons. There's multiple Necron lords you have to loot for the Mechanicus.
The in-game portraits of the Mechanicus characters from the PC game of the same name. They're all techpriests, which are a polity of people who practice extensive mechanical augmentation, often to the detriment of their biological bodies. All of these people are high-ranking members, and are all VERY augmented. Some are more priestly, some are more tech-ly.
