Is Google voice truly necessary? Doesn’t the dialer tool have its own number, obscuring your personal one?

As storms will keep happening and hitting “mathematical limits” of intensity, what changes can be made to keep people safer - changes to public infrastructure, our homes, our insurance systems, our alerts and evacuation procedures, information ecosystem, etc.? Or do things just keep getting worse?
