Dude is publicly admitting that he's ignoring the explicit "power of the purse" spelled out for Congress in the Constitution. They have been doing it in practice, but this is the most public admission I have seen so far. And Congress will meekly accept it.

It keeps them entirely beholden to him, and wary of each other. Severely limits the chances of any kind of opposition within the admin from forming.

As always, there are only limits on presidential authority when the president is a Democrat. The unitary executive theory only applies to Republicans presidents.
