I've struggled a lot too, truuuuust me.

Start by making characters who interact, you'll find that enough of their hypothetical interactions turn into a society!

Make a world in which your OCs are connected to each other in some way and, therefore, every bit of info you write on one OC creates implications that you can act upon for another.

That's a thing I do with my two gryphons, anyways.
