Some of this also has to do with the political necessity in the U.S. of recognizing veterans separate from the Dead. The latter mostly only vote in Chicago.

Veterans' Day is a way to honor those still living who served. Memorial Day is to remember those who served who are no longer with us. The U.S. has a lot of both.
