In Massachusetts you qualify for this if you are a family of 4 making $114,000 or less. The middle class uses it too

My sister was born when my parents lived in graduate student housing and my mom told me stories of sitting outside in a courtyard with her baby and all the other new parents and their babies. She could leave her to go to the bathroom and come back! I was so jealous.
