The aggregate makes the NFL's what-is-a-catch problem seem minor, and they've used replay review somewhat effectively to avoid disrupting the flow of the game. Basketball is more continuous, so the rules need to be simple enough to avoid the need for review.

In good-natured arguments about this, I've suggested some sort of delayed penalty, as in hockey or lacrosse.

If asked to mention a third issue, I find it hard to watch the end of games when the clear incentive is to commit a foul to stop the clock and ideally regain possession. It's a problem at every level of the game, not just the pros.
