In 1951 Gardiner became the first chair of Metropolitan Toronto, a trailblazing experiment in two-tier municipal governance that brought Toronto and 15 surrounding towns together, until full amalgamation in 1998.

The plan, which has yet to come to fruition since the referendum, has been extremely controversial. Some call it unconstitutional, while others say it will immediately ease housing prices in a city that has seen its average rent double in the past decade.
