You are correct. Which is why a statewide special election is being held on November 4, 2025 to address the question of redistricting. California voters will make the final decision (which is something Texans weren't given the opportunity to do).

The U.S. government is PAYING the money to buy the shares. The funding is coming through previously awarded grants under the U.S. CHIPS and Science Act and a program called Secure Enclave.
