It is not the same people, but it is crazy to me that we close park bathrooms and water fountains just in case of freezing in September, but people have to sleep out in possible freezing cold until December now.

The thing is, we have no way of knowing if it actually failed to open the CSV file or not.
It might have done that successfully and the result could still have turned out to be garbage because LLMs are not replacements for spreadsheet macros
